Dyplomacja naukowa Unii Europejskiej w czasie pandemii COVID-19

Abstrakt

Celem artykułu jest analiza istoty i specyfiki dyplomacji naukowej Unii Europejskiej (UE) w czasie pandemii COVID-19. W tym celu przeanalizowano podejścia w definiowaniu pojęcia dyplomacji naukowej oraz jej genezę; podjęto próbę określenia specyfiki dyplomacji naukowej UE oraz dokonano analizy działań UE w czasie pandemii COVID-19, które mieszczą się w zakresie definicyjnym dyplomacji naukowej. W artykule odwołano się do koncepcji autonomii strategicznej UE jako szerszej formuły politycznej, której część powinna stanowić dyplomacja naukowa. Sformułowano również kierunki zmian, które pozwolą doprecyzować miejsce i rolę dyplomacji naukowej UE w przyszłości. Do analizy wykorzystano źródła pierwotne (akty normatywne, dokumenty polityczne) oraz dostępną literaturę naukową i raporty dotyczące dyplomacji naukowej, międzynarodowej współpracy naukowej. Stworzono autorskie zestawienie działań realizowanych przez UE w czasie pandemii COVID-19, dzieląc je zgodnie z kryterium typów dyplomacji naukowej oraz kierunku oddziaływania. Pozwala to stwierdzić, że dyplomacja naukowa UE to zespół działań wspierających i uzupełniających aktywność państw członkowskich oraz działań koordynacyjnych w tych obszarach, gdzie reakcja wspólnotowa tworzy wartość dodaną. Ma to znaczenie dla wyznaczenia dalszego rozwoju dyplomacji naukowej UE i przygotowania organizacji na przyszłe kryzysy wymagające ponadnarodowej odpowiedzi z wykorzystaniem współpracy naukowej i wiedzy eksperckiej w procesie decyzyjnym.
